Deni McMillen – Compliance Specialist

I have been with Royal American since December of 1992 when I started as the Property Manager of Southwest Villa Apartments in Jacksonville, FL. This is a 61-unit RD property. In 1994 I left Jacksonville to be the Property Manager of Lake Butler Apartments in Lake Butler, FL. Lake Butler is a 48-unit RD/HUD Section 8 property. The position at Lake Butler was only a part-time position so in order to be a full-tim eemployee I also assisted the manager at Orangewood Apartments and Southern Villas of Starke both in Starke, FL. Orangewood is a 46-unit RD/Section 8 and Southern Villas is a 36-unit RD property.

Subsequently, the Property Manager at both Starke properties moved on and I became the Property Manager of all three properties.

In 1998 my husband and I bought a home in Interlachen, FL., which made my commute to work a 50-mile drive. This led me to search for a position closer to my new home. I soon learned the position of Assistant Manager at College Arms in Palatka, FL was available and transferred. Jim Ricard: Compliance Editing

I am originally from Massachusetts. I moved to Florida in 1997. I still have a pretty bad accent, or so I’m told. I joined RAM in 2004 as a Maintenance Tech at Oak Hammock Apts. A couple of years later I became the Maintenance Supervisor. After approximately 6 years as the supervisor, I became the Assistant Manager. I remained in the Assistant Manager position for 4 years and was offered the Manager position at Mayfair Village. I stayed at Mayfair Village for approximately 2 years and was then offered the manager’s position back at Oak Hammock as the current manager was retiring. I went back to Oak Hammock for almost 1 year, when RAM sold the property. I stayed with RAM and moved back to Mayfair Village as the manager once again. I stayed there until December 2021 when I joined the Compliance Department. Read more

Nikki Lumsden Winecoff: Senior Compliance Specialist

Ms. Winecoff is responsible for senior compliance at Royal American, attending to all types of Federal funding, including LIHTC, HUD, RD, Bond, HOME, etc. She began her career with Royal American in 1999 as an assistant manager and has also served as a regional manager. She has been a member of RAM’s compliance team since 2003.

She is HCCP (Housing Credit Certified Professional) certified with the National Association of Home Builders, C16P (Certified Credit Compliance Specialist) with Spectrum, and COS (Certified Occupancy Specialist) certified with the National Center for Housing Management. Ms. Winecoff is knowledgeable in compliance in multiple states.

She graduated from the University of North Carolina at Charlotte with a Bachelor of Arts Degree in Sociology, and also from Strayer University with a Master’s Degree in Business Administration.

Beth Mixon: Director of Affordable Compliance Administration

I have been with Royal American for 28 years.  I am Director of Affordable Compliance Administrator. In 1994, I started with Royal American in payroll. In 1997 I moved to management as Administrative Assistant to a newly hired Regional Manager, Kerri Toth.  I’ve worked as Office Manager and Administrative Specialist to the former President, Frank Johnston. After his retirement I became Assistant Regional Manager and in 2012 Regional Manager for nine years.

As Director of Affordable Compliance Administrator, I oversee Special Claims, and Affirmative Fair Housing Marketing Plan’s (AFHMP) for the Company along with following up on Pre-REAC Inspections. I maintain the 504 Self-Evaluations and Transition Plans for our Rural Development properties and REAC results for our HUD properties. In other words – I do a lot of paperwork.

Veronica Ramsey: VP of Compliance

Veronica has 20+ years’ of experience in the real estate and affordable housing industry. She has experience in multiple roles in the affordable housing industry.  She has served as a Director of Housing, overseeing construction/rehab development, operations, and compliance. Previous experience overseeing a compliance department for one of the largest national affordable property management companies, a Regional Manager for a national property management company, and as Compliance Manager with Kentucky Housing Cooperation, auditing, and training for multiple funding sources including but not limited to LIHTC, HOME, Trust Fund, Section 8. Ramsey is a member of NAHMA, SAHMA, NAHB, as well as several local organizations in her hometown/state. She holds her HCCP, TCS, COS, CPO, FHC, HQS certifications and is a CPM Candidate.  She has served as KY’s State Meeting Coordinator for SAHMA.  She is always wanting to learn more and support the Affordable Housing Industry.
